 Hello concatenate, thanks for your report.

 Do you mean by `/wp-content/plugins/` the root of the plugins directory or
 a directory of a specific plugin like `/wp-content/plugins/akismet/`? Can
 you reproduce this on another clean install and/or with
 [https://wordpress.org/wordpress-4.3-RC2.zip WordPress 4.3 RC2]?
