Comment (by concatenate):

 After manually creating a plugins and themes directory in /wp-
 content/languages and moving the uploaded language files from /wp-
 content/plugins/ and /wp-content/themes/ (this is were the Twenty Fifteen
 language files were stored) to the newly created respective directories in
 /wp-content/languages/, the update notice disappeared.
