 * Go to /wp-admin/plugins.php
 * Do not select any plugins
 * Bulk action - activate, delete, deactivate
 * Click apply
 * Page refreshes - nothing happens
 * Go to /wp-admin/plugins.php
 * Bulk action - update
 * Click apply
 * Plugin updater updates an empty phantom plugin

 Currenlty the behaviour for 'update-selected' action is different from the
 others when no plugins are selected. But for all these actions we should
 show a warning like on the update-core.php page.
