 I agree that the SEO value will be minimal at best.
 And I admit the example picture is not the best to illustrate the case
 why, or why not, the title should be used. I just picked a picture I found
 in Trac to illustrate how it could be implemented.

 As an illustration how I use the title tag;
 On my website I have a menu on the side, which is width limited, so I'm
 limited in what I can write there. So I display a "short" version of the
 title. When the user (that can see tooltips) hovers over the link, a
 tooltip will show more details, like a more detailed explanation or even
 what language to expect, etc.
 This tooltip works fine on desktop, laptop, tablet and mobile phone
 (tested with Android and iOS).
 So in my opinion, my tooltip serves a very large group of users.

 Bottom line, I think it's up to the website owner to decide what he or she
 thinks is good UX - each their opinion.
 Specially since the HTML5 draft considers it a '''valid''' and
 '''appropriate''' tag for the tooltip purpose.
