I was one of the people who led the original design of the link dialog. I
wish this is how it worked from the start.
'''Title attributes are an edge case.''' They're bad for accessibility (as
a reader), they're pretty useless for the writer, and the user experience
for adding a link deserves having the anchor text front and center
(countless other applications out there that also do this). I'm not even
just arguing that this option shouldn't be here — I'm arguing that title
attributes probably shouldn't be used, that they are themselves mostly
useless.
This wasn't just a decision for mobile. It is unquestionably a better user
experience. There is no advanced options UI here, nor should there be — we

I wasn't directly involved in the decision process for this. In fact, I
first noticed it when I was writing a blog post a few days after it was
added. As someone pretty intimately familiar with WordPress's UI, I
instantly noticed something was different. But what I also noticed is it
felt right.
If you want to add a title attribute, the "advanced option" is the HTML
editor. Or, use a plugin! It's cool that one exists.
