 I am aware that this is a little bit of a visual breaking change - I'm not
 sure there's really a way around it. It is, as far as I see, a matter of
 two things: spinners now taking up space all the time (which they should
 have been in the first place, hence this fix), and spinners not showing
 until plugins/themes have been updated. I don't consider either of those
 to be critical visual bugs, and would rather have a better base moving
 forward.
