Comment:

 I was testing this locally and when I disabled GD and Imagick, the image
 in the image editor still showed up for me, but the 'Edit Image' button
 simply didn't show up. It sounds like we could improve this with an error
 message. I'll open a separate ticket for this.

 Regarding checking missing extensions, there is [https://github.com/cftp
 /WP-Extension-Check WP Extension Check] which is a stand-alone PHP script
 which will check the required and recommended extensions.
