 About the site description, users may enter the optional "Tagline" or may
 not, in the second case the theme will print an empty paragraph:
 `<p class="site-description"></p>`
 I'd propose to add a simple check for an empty description. Also, the
 updated patch is now [https://make.wordpress.org/core/handbook/working-
 with-patches/patches-with-command-line/#creating-a-patch based on the root
 directory of your SVN WP install]
