I don't think the constants should be commented at all, they should be
declared uncommented with their default values, this way we sidestep the
`//` vs `#` issue entirely, the declarations are syntax highlighted by
default, and the end user can comment them out using whichever commenting
method they wish. It may also aid in automated documentation
