 We have our dependencies pinned pretty well, however our dependencies
 dependencies sometimes change in such a way that our code is impacted.
 #30736 highlighted this.  In order to prevent this and similar problems in
 the future, we should use [https://docs.npmjs.com/cli/shrinkwrap npm
 shrinkwrap] to lock down the exact versions that we want to have
 installed.
