 There is currently one issue with `wp-admin/upgrade.php`: When `WPLANG`
 and `$wp_local_package` isn't set, `get_locale()` falls back to `en_US`
 because it doesn't load the options when `WP_INSTALLING` is set. This was
 added in [12900] (changed in [19059]) and [28774].
