 * Ditches WPLANG constant
 * On upgrade set `WPLANG` option based on the WPLANG constant
 * An empty `WPLANG` option means the site is in English
 * Adjust `get_locale()` so that an empty `WPLANG` option overrides the
 WPLANG constant
