Comment:

 Looks like if I make the control contextual in
 `twentyfourteen_customize_register()`, title and tagline are in the
 correct order but the display header text checkbox is displayed before
 both. Perhaps notably, Twenty Fourteen makes modifications to the display
 header text control (changing its label).

 So they're displaying out of order, but not consistently in the same order
 across different themes, depending on where the control is made
 contextual.

 I believe @ocean90 was able to reproduce this somewhere as well.

 I'd rather not set priorities for all core controls, as that shouldn't be
 necessary. But if we can't figure out why this is happening, we'll need to
 do that.
