Comment:

 To me, if someone has over 700 categories, they're probably using
 categories wrong.. and instead should have a lot of those as tags, or
 custom taxonomies, instead.

 I couldn't see any plugins straight away that switch categories to use a
 non-hierarchical tag auto-complete input, but that doesn't surprise me,
 any plugin that does this would want to have some way of showing the
 existing hierarchy.
 The tag input is also designed for those who know the slug of the term,
 category slugs are much shorter and often don't include the parent in it's
 slug, which makes context harder to see.

 Definitely not impossible, and seems like something that could be a good
 addition to core when a taxonomy has a large number of terms.
