 I am running WP 3.9 and CMS Tree Page View on several sites, with no
 issues or problems dragging menu items. I have found that you need to
 click and hold the page item for a couple of seconds, then drag it to its
 new location in the structure, and do not release the mouse button until
 you get a green check mark on the dragged item at its new location.

 Since I sometimes have as many as 200 child pages under one parent page
 (subdivisions of a particular city in my case), I have also developed a
 function, implemented as a shortcode, that when the parent page with that
 shortcode is accessed by a logged-on admin, it will automatically sort all
 of its child pages alphabetically by title and assign new page_order
 values to each child page. This minimizes the need to manually drag child
 pages into alphabetical order, which is how I order mine.
