 I just tested this to be sure. When I install a single instance, it does
 not prompt me to set timezone at all. It's not even on the welcome box.

 So right now, it's consistent with single instance. If we're not
 considering adding it to every type of install, I don't really think it's
 something that should be special added to Multisite.

 Right now we have a way to override it/default it via plugins. I think
 that's a better solution right now. :)
