 Maybe this is part of the problem: when you make a new single-instance
 blog, you are prompted to set your time zone. I don't see that as part of
 the procedure when you set up a new blog on an multisite install. Either
 WordPress needs to give us an option to reuse defaults, or make the
 really-need-to-be-set values more obvious upon blog setup.
