 It looks like these patches seem to be suggesting that the Sender header
 would be set?

 If so, See #5007 #5294 #5869 for issues where having that set causes email
 failures

 This ticket may also be a duplicate of #14888 and finally, #22837 wants a
 Reply-To header (in addition to the Sender header)
