 Alright, So this needs some feedback from others now. Instead of just
 dropping the Background_Upgrader class into core as-is, I've tried to
 integrate it as a patch above.

 It doesn't really fit into any kind of structure which core currently has,
 since the upgrader is built with the notion of "Perform this action now"
 from an admin page, not, "Here's a bunch of moving parts which work
 together".

 If anyone has any implementation suggestions, or things to change, I'd
 love to hear them.
