Comment:

 I also don't think this is a quick access kind of item. On a site with
 open signups, I'd hope there's a better, more specific user-facing site
 creation flow. For a superadmin who really needs it, a plugin should
 suffice.

 Also doesn't seem to be a burning need, given lack of ticket activity.
