 [attachment:19862.diff] is a refresh of Sergey's patch against trunk.

 This adds 'Create a New Site' below Network Admin for network
 administrators.

 I'm not the biggest fan of how this looks personally. Also not sure that
 'Create a New Site' is the type of action that needs to be available for
 quick access. If it provided, then it may be useful for other users beyond
 network admins. Tagging for ui-feedback.
