 23449.3.diff​ does a few things:

 - Enqueues accordion.js inside do_accordion_sections()
 - Removes triplicate JS that was in accordion.js (what happened there?
 ;-))
 - Overrides a couple of styles specifically for using an accordion on
 post-new.php
