 i'm assuming your approach in 11.patch is better, but wanted to post what
 i was working on for review - i was putting the tooltips inside a div that
 matched the slider, letting the percentage values for the offset match.

 i will test latest patch later today and test in ie7/8 to address
 remaining issues.
