 Assuming you are in the U.S. Eastern timezone, then your current timezone
 is actually UTC -4 (EDT), not UTC-5 (EST).

 Instead of changing the UTC offsets every six months, you can specify a
 real timezone (such as America/New York) and DST will be handled for you.

 There are long-standing feature requests for making this — #10324.
