Comment (by dd32):

 WordPress has two transports - Streams and Fsockopen, where as Requests
 has cURL/Fsockopen (Well, now cURL/Streams) so it doesn't map 1:1.

 #16606 covers SSL a few SSL issues, @rmccue perhaps you can take a look
 and see if this is a duplicate?
