Comment:
This looks like something that belongs in Codex, where the instructions
can be clarified and extended independently. They can also contain
screenshots and be much more detailed than any static file.
On initial "There doesn't seem to be a `wp-config.php` file" screen,
there's a help link:[[BR]]
http://codex.wordpress.org/Editing_wp-config.php.
At the beginning of that page, there's a link to the instructions for
phpMyAdmin and cPanel: [[BR]]
http://codex.wordpress.org/Installing_WordPress#Step_2:_Create_the_Database_and_a_User
That page links to even more detailed instructions for using cPanel and
accessing phpMyAdmin on various servers: [[BR]]
http://codex.wordpress.org/Using_cPanel [[BR]]
http://codex.wordpress.org/WordPress_Backups#Accessing_phpMyAdmin
We could probably add some of the above links to all the relevant
installation screens.
