 [attachment:22044.2.patch] loads Respond.js for IE 8 only, as
 [https://irclogs.wordpress.org/chanlog.php?channel=wordpress-
 dev&day=2012-09-28&sort=asc#m467635 suggested by DrewAPicture].

 It needs to be loaded after the CSS, hence the placement after
 `wp_head()`.
