 This isn't a bug, so changing it to feature request.

 Feel free to argue why we should allow GPLv3 plugins on the wp-hackers
 list. I'll give you the pros and cons real quick:

 Cons:
 - It makes integrating code/idea from plugins into core impossible if the
 plugin is GPLv3.
 - Some people will not use or work on GPLv3 code. It's incompatible with
 too many things.

 Pros:
 - Let me know if you find any. I don't know one.
