 This makes sense. So, to summarize:

 - decide on new (compulsory?) template tags,
 - use `add_theme_support` for them so plugins "know" the currently used
 theme supports them (this could be only for the transition period, but
 once theme authors start to use it there's no point of taking it out),
 - popularize/educate theme authors before these template tags become a
 requirement.
 - decide on a cut-off date by which all themes in the repository should
 include the new template tags.
