 I'm still unclear on some of this. If a user changes their theme and
 doesn't mess with widgets because they were just test-driving, I can see
 having the widgets from pre-switch return. But if they change back a month
 later, have messed with widgets, etc, is it going to put them back to
 where they were a month ago? This feature needs to be well-documented. Can
 someone who worked on it write up a description of how this is meant to
 work and what the parameters are so me can use it in the help screens and
 put it in the Codex?
