 The last link you posted contains the proper explanation of why using h1
 repeatedly for top level elements makes sense. If you scroll to
 http://diveintohtml5.org/semantics.html#footer-element you will see an
 almost identical example of turning h3s into h1s for the footer titles,
 once the sectioning elements are properly laid out.
