Comment:

 Updating plugin files without bumping the version is a Bad Idea.
 Therefore, we shouldn't encourage this practice by making it easy to do in
 WP core.

 I would suggest moving stable versions to svn tags and then just pointing
 users to the dev version.

 There was a meta-plugin that enabled users to easily install the latest
 dev version, but I don't know what became of it.
