 The new Distraction Free mode only displays the first toolbar, forcing
 user to switch constantly between the standard editor and the distraction
 free mode to format text in their posts.

 Considering that the toolbar is invisible unless the user wants to use it,
 having both lines of buttons would not add to the distraction, while
 adding to the comfort of users.
