 How about instead of saving the whole menu, we only let user update each
 menu item instead (just like saving widget)? Everything is ajaxified when
 JS is enabled, otherwise it still works fine as POST data is smaller.

 Attached are two quick mock-ups, in which I deleted the bottom "Save Menu"
 button (since saving menu configuration is separated from saving menu
 items, there's no need to repeat the button at the bottom of the form).
 There's also a "Save Item" button for each menu item.
