 This code handles lots of edge cases. Broken current theme, no themes at
 all, WP_DEFAULT_THEME is not twentyeleven, a custom installer set the
 default theme to something other than twentyeleven, current theme does not
 have certain capabilities, current theme is not the default theme, and
 probably a few other things we haven't thought about.  And with 19408.diff
 it handles the theme not having any known customization screens.
