 Those hooks will include a filter on the admin bar class, right?

 The inline JS needs to be provided in a non-obscured form so as not to
 violate the GPL.

 Please, please do not have this on by default.  Especially while markup,
 styling, and behavior are so entangled, and it's using 71K of JS to add
 essentially hover pseudo-classes.  As Twenty Ten shows, except for a
 couple of ancient browsers you can do that with a few lines of CSS.
