 The exclude_zeros parameter in the get_editable_user_ids() should cause
 the returned ids to exclude subscribers.  However the check compares
 against '0', which causes all users to be returned in multisite.

 This isn't the same as #12014, as that has more to do with finding a
 better way to select from a large list of authors.  This is a bug in the
 list of possible authors being when using multisite.
