Comment:

 If theres a bug in WordPress, Your host most definitely hasn't filed a
 ticket about it.

 A few questions:
  1. When you connect to your server via FTP, What folder (in relation to
 the one you first see) are the wordpress files stored in?
  2. Do you recieve a screen asking for your FTP credentials upon
 attempting to upgrade/install a plugin/theme?
  3. Do you have SSH access at all?
