Comment:

 We're forcing you to edit wp-config.php here to decrease the number of
 individuals using multisite who should not be using multisite. It's
 deliberately designed to make you jump through hoops.

 That'll change when we improve multisite further in a future release,
 particularly the admin area, some of its restrictions, etc.

 MS is not for the faint of heart, and we want people to need to do the
 legwork like wp-config and htaccess necessary to then manage the network
 once it is set up.

 Closing as wontfix for now; we'll surely revisit this in the future.
