#13885: Make multisite options configurable by default (include in wp-config.php)

Since most/all of the multisite_* variables that, to my knowledge anyway,
determine whether or not multisite support is enabled are a true/false
thing, I'm wondering if it wouldn't be possible to include them in the
stock wp-config.php set false, if necessary. That way those who don't have
access via FTP to edit the file directly aren't posed with problems of a
difficult nature--I actually used to be on a host that allowed PHP apps
through their installer, but didn't allow FTP access (I don't get it
either). Since WP generates its .htaccess rules seemingly on demand
depending on your permalink structure, that might make things a little
better integrated. Of course, I also may have absolutely no clue of which
 I speak.
