 Ok, second patch strips down wp-settings.php much further and creates
 {{{wp-includes/load.php}}} (originally init.php, but now this matches ms-
 load.php) and {{{wp-includes/default-constants.php}}}.

 Definitely needs some review.

 If we like this, I can go through and inline docs, which we'll need a
 decent amount of.
