Comment:

 What we currently have is intended behavior from a development and roadmap
 standpoint. This is not a bug.

 You're able to register taxonomies for other post types but using a post
 type is not just about registration. You also have to implement it to your
 liking.

 There are plenty of use cases where this is not optimal, so when we do
 this it will only be an option, not a default.
