 How I would love to see this implemented!
 I have the same problems with my plugin "WP-Table Reloaded".
 People use different combinations of hyphens, so that tags are mixed up
 and now there are three tags (similar to scribu's example).

 I guess this could be a sub-functionality of everyone being able to
 change/add/delete tags in the Forums.
