 13693.3.diff does no harm, but I'm not convinced there's any need for it.
 That patch still assumes the link generator has provided a well-formed
 UTF8 URL, which is not validated in any way.  I am not bothered by the
 further assumption that the link generator isn't going to inject quotes,
 ampersands, angle brackets, and the like during URL shortening.
