Comment(by ryan):

 Themes could register how many menus they support and pass a number to
 wp_nav_menu() indicating which of the x menus should be fetched. The
 numbers could be mapped to the user's menus.  Text in the menus admin
 noting how many menus the current theme supports could be added. Not
 perfect, but it provides some mapping without every theme requiring a
 separate set of named menus.
