Comment:

 Looking at #7186, Perhaps we should perhaps use version_compare() w/ a
 check to see if its linux or windows..

 If Windows && PHP older than 5.1.0, Then disable past-dates, Else allow
 them.

 Supports the widest set of servers that way thats possible without causing
 bugs..
