 This problem occurs when the front page and comment paging are set:

 Reading Settings > Front page
 Discussion Settings > Break comments into pages

 Posting a comment on

 http://mysite.com/

 redirects to:
 http://mysite.com/comment-page-1/#comment-1

 which results in a 404 error.

 If permalinks are not enabled, it redirects to the Posts page.

 To reproduce:

 1. Add comments_template() to Default theme's page.php or use any theme
 that supports paged comments with pages
 2. Set the front page to a page
 3. Enable paged comments
 4. Post a comment to the front page
