 I'm running utf8_unicode_ci on the DB, also running XAMPP on Windows. I
 will test some other collation/charsets.

 I feel we're going to need more reporter feedback on this. Can you get
 some more site admins in here, some of whom are experiencing this and some
 of whom or not, and ask them to share their setups?
