 ENV: WP trunk r9039 (2.7-hemorrhage)

 Currently "Comment author must fill out name and e-mail" should be in the
 "Default article settings" it is in the section "Before a comment
 appears", which doesn't make sense.

 ADDITIONAL DETAILS

 This setting would seem to go most naturally after "Allow people to post
 comments on the article".
