 Currently "Before a comment appears An administrator must always approve
 the comment" should be in the "Default article settings" it is in the
 section "Before a comment appears", which doesn't make sense.

 ADDITIONAL DETAILS

 This setting would seem to go most naturally after "Allow people to post
 comments on the article".
